After months of investigation a former property manager is accused of stealing from her renters. Kelly Gibson of East Peoria was indicted back in September and arraigned in court today on the charge of theft, a Class 3 Felony.
She allegedly stole money from residents that was meant to pay rent. Deanna King, a Glen Oak Towers resident, says, “Previous management has embezzled money from Section 8 housing. She’s taken over three thousand dollars.” She told us that Gibson forged her name on money orders that were meant as rent payments.
Among the alleged victims at Glen Oak Towers are elderly and disabled renters that fell prey to the scheme. Gibson allegedly charged residents back rent after stealing money, claiming that they had yet to pay rent from 3-4 months ago.
“Most of us don’t even make $800 a month. We pay our rent, that’s our major bill. And then to have to come back on us 3, 4, 5 months later and say we owe rent,” explained Ms. King.
We were in court today for the arraignment, where Gibson had little to say, and declined to comment when we approached her. She was fired from her job at Glen Oak Towers, but the residents want justice. King says, “You just don’t steal from poor people. It’s not morally right. This is a moral issue.”
Several tenants from Glen Oak Towers reached out with similar stories. One disabled man who can’t read or write was taken advantage of when Gibson allegedly forged her name on checks. She also allegedly took thousands of dollars in cash from a cancer patient.
Ten South manages the building and could not be reached for comment after messages were left.
